On October 15, 1987, Shasta County closed all public service operations of its Main Library in Redding and nine branch outlets due to sudden and severe deficits in the county's general fund. Library supporters formed a committee called Citizens for Libraries and Literacy. The Library was reopened on a limited basis in January 1988 in an attempt to secure voter support of Measure A to levy a $24 parcel tax. Measure A failed and Shasta County again closed its libraries on June 30, 1988. The Redding City Council called a special election in September (Measure L) to levy a tax on utility bills.
