Jesse Lee Haugh was born October 17, 1887, in Sodus, Michigan. He entered railroad service in 1905 with the Chicago & North Western, serving successively until 1918 as a draftsman, instrument man, topographer, assistant engineer, locating engineer, office engineer, and assistant to the chief engineer. Between 1918 and 1920 he was an engineering assistant to the regional director of the Northwestern Region of the United States Railroad Administration in Chicago. From 1920 he was an assistant to the President of Union Pacific and subsidiary lines, and in 1929, he was promoted to vice-president, working out of Omaha.
