He has been involved throughout his public service career in the issues of land use planning and decision-making, growth management, conservation of natural resources, protection of the environment, and governmental effectiveness. He has written and spoken extensively on these topics, and served on many governmental and nonprofit groups including the Santa Cruz County Local Agency Formation Commission, the Local Government Commission, the Central Coast Regional Coastal Commission, the Association of Monterey Bay Area Governments, the Monterey Bay Unified Air Pollution Control District Board, Californians Against Waste, Communities for a Better Environment, California League of Conservation Voters, and others. He has been honored with numerous leadership and outstanding service awards from many organizations and agencies for his contributions to environmental and planning issues.
Mr. Patton served on the Santa Cruz Board of Supervisors from 1975 to 1995 as Third District Supervisor. As a Supervisor, he had extensive experience with virtually all the agencies involved in land use and quality of life issues. He authored several key pieces of Santa Cruz environmental and growth management legislation, including the City of Santa Cruz Initiative Measure to preserve and protect Lighthouse Field, adopted in June, 1974; and Measure J, Santa Cruz County Growth Management Referendum, adopted in June, 1978.
He also served on Santa Cruz County's Local Agency Formation Commission (which is responsible for critical land use decisions, including annexations and changes in governmental boundaries), the Central Coast Regional Coastal Commission, the Association of Monterey Bay Area Governments, the Board of the Monterey Bay Unified Air Pollution Control District, and the State Air Resources Board.
Mr. Patton has also headed the Local Government Commission, a statewide nonprofit association of both city and county elected officials that has specialized in stimulating local actions to create more livable communities.
From 1995 to 1998 he served as General Counsel for the Planning and Conservation League, the oldest environmental lobbying organization in the state of California. In 1998 Mr. Patton was named as the first Executive Director of LandWatch Monterey County, a nonprofit organization dedicated to improving the quality of life through land use planning.
