Biographical / historical:

Born March 2, 1859 in Chariton County, Missouri, William Thomas Phipps moved to California in April 1878. He lived in Yuba City where he planned to be a teacher but, in 1880, he entered Hastings College of Law, graduating in 1883. He was admitted to the California Bar the same year. The first four years he was in partnership with M.E. Sanborn and served as assistant District Attorney of Sutter County. He married Mary E. Mayhew, April 29, 1885. He moved his practice to Marysville in 1891 and in 1899 to Sacramento where he continued to practice. He died November 12, 1936, survived by his wife and a son Donald.
