Philip H. Coombs was an American educator who served with organizations such as the Ford Foundation, the International Institute for Educational Planning (IIEP), and the International Council of Economic Development. In 1961, President Kennedy appointed Coombs to the position of United States Assistant Secretary of State for Educational and Cultural Affairs.
