The Philip H. Carroll papers consist of materials relating to World War I and the American Relief Administration. The World War I materials relate to activities of the 348th Field Artillery Regiment in France, including maps, travel information, flyers, and memoranda—of special note are "Summary of Unintelligence," a comedic satire of official memoranda, and "Americans at Cournon," a short account written in appreciation of American troops by a Frenchman who housed Major Carroll.
