The collection comprises the records of the Health Care Council (HCC) of Orange County, a coalition of health-related organizations that works to improve the health of Orange County residents. The collection documents the establishment and operations of the HCC and its predecessor, the United Way Health Care Task Force (UWHCTF), as well as the broad scope of its directors' activities. It provides a wealth of studies and summaries about the health of Orange County residents and their access to health care services. Materials are rich in information concerning Orange County's health care services and needs, including important contextual information on influential factors such as poverty, affordable housing, health insurance, legislative issues, nursing education, transportation, literacy, and Orange County's 1994 bankruptcy.

Materials include meeting agendas, minutes, agreements, correspondence, notes, reports, subject files, resource files, strategic and fiscal plans, project budgets, and informational publications from various organizations.

Biographical / historical:

The Health Care Council (HCC) of Orange County, California is a coalition of over one hundred health-related organizations that work to strengthen families, protect children, preserve the independence of older adults, treat the uninsured and under-insured working poor, prevent substance abuse, ease the suffering of the ill, and improve access to healthcare services for all Orange County residents. HCC's definition of "health" includes health education, disease prevention, medical treatment and rehabilitation, and also considers socioeconomic factors such as poverty, employment, transportation, housing, and literacy.

The United Way of Orange County, California founded the United Way Health Care Task Force (UWHCTF) in 1986 in response to the healthcare shortage created by Orange County's economic crisis. The task force evolved into HCC. HCC dissolved its partnership with United Way and was incorporated as a California Corporation in January 1994. HCC became a 501(c)(3) non-profit, public benefit corporation in October 1996 and is funded by foundation grants, service contracts, and contributions.
