Biographical / historical:

Samuel Frederick Fein was born to Frederick and Elenora Fein in East St. Louis, Illinois, on February 13, 1909. By 1920, the family moved to Bremerton, Washington. It is there where he married Alyce E. Counter on March 3, 1932. The couple then gave birth to Carolyn Tralice Fein in 1933. By 1940, Fein was working in the Puget Sound Navy Yard and eventually enlisted in the United States Navy. After World War II, Fein became a safety inspector at the Bremerton Navy Yard. By 1966, the Fein had moved to Sacramento where he became a civilian safety worker at McClellan Air Force Base and then became Program Director for the Sacramento Safety Council. He retired in October 1981. He died on January 29, 1996, in Roseville, California.

McClellan Air Force Base was a direct descendant of the Sacramento Air Depot which opened for operation in 1939 as a hub for both military aircraft procurement and repair. It operated in this capacity until its closure in 2000. The Sacramento Safety Council was formed in 1934 in a direct response to the rise in vehicular injuries in the Sacramento area. It operated into the early 1990s.
