Tozo Abe (1896-1984), born in Hiroshima, Japan, immigrated to Peru as a teenager, where he worked in the Japanese community. He trained as a Salvation Army officer in Santiago, Chile, and established a core in Lima. In 1937, he moved to San Francisco, serving as a core officer in Stockton, CA, until 1940. Abe and his wife Florence, whom he married in 1937, served together at the Salvation Army orphanage in San Francisco. During World War II, they were interned at Heart Mountain, where they conducted Salvation services. After the war, the Abes served in various locations across the U.S., including Philadelphia, Lahaina, Maui, Boise, Stockton, and Fresno. They retired in 1962, settling in San Francisco and later Oakland.
