William Franklin Mendenhall was born January 15, 1914 in Greensboro, North Carolina. He worked at the United States Naval Weapons Station in Seal Beach, California. He was a councilman for the city of Signal Hill, California, for nine years and also served as mayor of Signal Hill from April 1963 to April 1964 and again from November 1972 to April 1973.
