- Biographical / historical:

William "Bill" Henry Otis was born December 15, 1922 at Hobart Mills and was a 40-year resident of the Oroville area, coming from the Quincy-Keddie area. He passed away in 1986. Otis was a member of the International Brotherhood of Locomotive Engineers Union 873, the Eagles Club in Quincy and the Elks Club in Quincy. Otis was a veteran of World War II, he served in the Army Railroad Engineer Corps in the Philippines and Korea. He retired from the Union Pacific Railroad as an engineer.
Otis was the son of Hamilton Austin, Sr. (1893-1957) and Emma Sophia [Sixt] (1894-1988) Otis. Hamilton and Emma had 6 children, Lucy (1916-), Hamilton Austin Jr. (1916-1971), Frederick William (1910-1991), William "Bill" Henry (1920-1986), Martha Carolyn (1926-2003) and Charles Lowell (1920-2013).
Hamilton Otis, Sr. was born in Santa Rosa, California and was an engineer for the Western Pacific Railroad. He was a member of the Brotherhood of Locomotive Engineers and Firemen and the Oroville lodge of Eagles. Charles Otis was a locomotive engineer for the Western Pacific Railroad for 36 years.
