Biographical / historical:

Major (later Lieutenant Colonel) Shimazu served in the accounting department of the Japanese Imperial Navy. He studied at the University of Pennsylvania and graduated from the Wharton School of Finance and Commerce in 1931. He also contributed to compiling a report on the United State Congress's debate on the London Naval Treaty of 1930.
