Biographical / historical:

The Institute of Governmental Affairs (IGA) was founded in 1962, at first to conduct research for state agencies and later to study general governmental policies and practices. In 1963, Lloyd D. Musolf became director, followed by Alvin E. Sokolow and Alan Olmstead. IGA scholars began a series of studies on topics such as public school administration, consumer bankruptcies, land use policies, and use of search warrants and hearsay evidence in law enforcement. Later they focused for some years on the political and managerial problems of small town and unincorporated communities. Eventually IGA turned toward international studies.
