Salvador Cipriano Dominguez was born in Los Angeles on September 26, 1928. His father, Aurelio, had emigrated from Durango, Mexico with a sister and brother in 1918, living for a short time in Williams, Arizona and then settling in Los Angeles. His mother, Marina Juaregui, was born in Carizozo, New Mexico, a small railroad town. Her parents had moved there from Zacatecas, Mexico just before her 1907 birth. When railroad work began to dry up, her family moved to Chavez Ravine, just north of downtown Los Angeles. Aurelio met Marina when he worked in a small grocery store there and they married on his 23rd birthday in July of 1925. Marina died following surgery for a pulmonary abscess when her second son, Salvador, was just 21 months old. Salvador and his older brother were then raised by his father's sister and her family.
In 1948, when Salvador was 19 and living in Boyle Heights, he developed a cough and was diagnosed with tuberculosis. He was working in his father's Mexican restaurant when he was sent to Olive View Sanatorium for treatment. While a patient at Olive View in Fall 1948 to November 1949, Salvador completed high school courses, as his earlier studies at Cathedral High School had been interrupted when his aunt and uncle moved the family to Mexico for two years in the middle of his junior year.
Salvador met Margaret Salcido in 1946, when they were partnered at a wedding. They were married in November 1953 and had three girls and one boy.
