The Nolan Frizzelle papers consist of 3.5 cubic feet of textual and photographic records covering the years from 1981 to 1992. The records are organized into three record series: Bill Files, 1981-1992; Correspondence, 1981-1992; and Photographs, 1981-1992.
The Bill Files series encompasses the bulk of his collection, covering such subjects as the accountability of child welfare services (AB1837, 1989-1990; AB2394, 1991-1992), long-term healthcare (AB 977, 1985-1986), Medi-Cal regulations (AB2807, 1981-1982; AB3053, 1985-1986), senior care (AB519, 1987-1988; AB663, 1987-1988; AB3845, 1987-1988), public employees and retirement (AB3332, 1981-1982; AB763, 1987-1988; AB3503, 1991-1992), and transportation (AB1058, 1987-1988).
The Correspondence series contains materials reflecting upon Frizzelle’s political activities during his tenure with the California State legislature. Nolan Frizzelle, Republican, served in the California State Assembly from 1981 to 1992. He was elected in 1980 after defeating two-term Democratic incumbent Dennis Mangers.
During his Assembly term he represented the 69th Assembly District, encompassing the Orange County cities of Huntington Beach, Fountain Valley, Costa Mesa, Irvine, and a portion of Santa Ana.
Frizzelle was born on October 18, 1921 in Los Angeles, California. He attended Beverly Hills High School, Stanford University, UC Berkeley, and UCLA. He took a temporary hiatus from college, while he served in the U.S. Marines during World War II. Frizzelle practiced optometry in Los Angeles and Newport Beach after receiving a doctoral degree in optometry from the Southern California College of Optometry.
Frizzelle's association with the Republican Party predates his election to the California State Assembly. On March 19, 1964, Frizzelle defeated Vernon Davis of Fresno for president of the California Republican Assembly, a volunteer political organization. Under Frizzelle’s leadership, the California Republican Assembly supported Barry Goldwater as Republican Presidential Candidate. During the 1964 Republican National Convention, he served as one of California’s delegates. Later, he served on the California Republican Central Committee, the Los Angeles County Republican Committee, and the Costa Mesa Republican Assembly. Frizzelle passed away on January 31, 2013. He is survived by his wife, Ina, and six children.
As a member in the State Assembly, Frizzelle's legislative interests were varied and included business growth, opposition to gun control laws, healthcare, public employee retirement, and public safety. He also authored numerous bills related to toll roads, providing the legislative framework that established pay-as-you-drive roads in Orange County and Riverside County.
