William Louis (Bill) Rich was born in Arkansas in 1927. His family moved to California when he was a teenager. After serving in the military, he drove a beer truck for Coors in the San Francisco area. He enjoyed fishing, a pastime which brought him to Port Costa. Intrigued by the mostly empty storefronts, he began to buy them up, restoring and revitalizing the Port Costa business district and transforming the Burlington Hotel and the Warehouse Cafe into destinations. He died in 2008.
