Background

Scope and content:

This collection consists of papers about California Proposition 187. These include newspaper clippings, articles, and pamphlets. Proposition 187 restricted undocumented immigrants from the state's public services, such as access to public education and non-emergency healthcare. It passed on November 9, 1994, but was quickly found to be unconstitutional.

Biographical / historical:

California's voters passed Proposition 187 on November 9, 1994. This prop restricted undocumented immigrants from the state's public services, such as access to public education and non-emergency healthcare. It also asked for teachers and healthcare professionals to report anyone they suspected of being undocumented. A few weeks after passage, courts found it unconstitutional under the Equal Protection Clause of 14th Amendment, which protects any individual regardless of citizenship status.
