Biographical / historical:

The Ministry of Takumu (Colonial Affairs) was established by the Official Regulations of the Ministry of Colonial Affairs promulgated on June 8, 1929. The Minister of Takumu was to supervise the affairs of the Governor-General of Korea, the Governor-General of Taiwan, the Kanto Agency, the Sakhalin Agency, and the South Sea Agency, as well as the operations of the South Manchuria Railway Company and the Toyo Takushoku Corporation. Furthermore, with the exception of so-called diplomatic matters, the Minister of Takumu was to be in charge of affairs related to overseas immigration, colonization, and overseas colonization projects, and was authorized to direct and supervise consulates abroad via the Minister of Foreign Affairs when required for such matters.

As described above, after the establishment of the Ministry of Takumu, all affairs related to colonies and overseas colonization, which had previously been under the control of the ministers of each ministry according to their respective responsibilities, were now handled by the Ministry of Takumu, with the exception of diplomacy. At the time of its establishment, the Ministry of Takumusho consisted of the Chosun Department, the Administration Bureau, the Reproduction and Development Bureau, and the Takumusho Bureau. The Chosun Department handled affairs related to the Office of the Governor-General of Korea, while the Administration Bureau handled affairs related to the Office of the Governor-General of Taiwan, the Kanto Administration, the Sakhalin Administration, and the Nanyang Administration. The Chosun Administration Bureau supervised the administration of industry, transportation, communications, finance, taxation, and monopoly affairs of the Taiwan Governor-General, Kwantung Agency, Sakhalin Agency, and Nanyang Agency, and also supervised the operations of the South Manchuria Railway Company and the Toyo Takushoku Co.

At the Takumu Bureau, he was in charge of affairs related to overseas immigration and colonization, and supervision of overseas colonization projects. The Takumu Bureau was divided into the Takubei Bureau and the Takunan Bureau by the amendment of the official regulations on November 12, 1940. The Ministry of East Asia was abolished with the establishment of the Ministry of East Asia in November 1942, and affairs related to the Governor-General of Korea, the Governor-General of Taiwan, and the Sakhalin Agency were transferred to the Ministry of Home Affairs, and affairs related to Manchuria (Kanto Bureau) and the Nanyang Agency were transferred to the Ministry of East Asia.
