Sidney Drell, physicist and co-director of the Center for International Security and Arms Control, Stanford University, and Lt. General Graham (Ret.) express opposing views on the issue of arms control. Graham severely criticizes negoitiated arms reductions proposals such as SALT II and proposes technological innovation such as space-based systems as a solution. Drell is extremely skeptical of technological solutions and advocates diplomacy and negotiated settlements as the only feasible solution. A question and answer period follows. Moderated by Condoleezza Rice.
