- Biographical / historical:

Harold S. Luft, PhD., director of the Institute for Health Policy Studies (IHPS) at UCSF, has been associated with IHPS since 1978. His research interests are health economics and policy implementation, with a specific focus on medical care utilization, health maintenance organizations, risk adjusting payments to health plans, hospital market competition, quality and outcome of hospital care, including surgical care, and health care market reforms in various states and communities. He has served as principal investigator of research into these areas, producing major reports on health care issues such as competition and complementarity in hospital services, volume-outcome in surgery, and biased selection in health insurance. His early research on HMOs led to a comparison study of HMO performance to fee-for-service medicine. He has been recognized for his significant research to improving health care through various awards, including the 1998 Baxter Allegiance Foundation Prize for Health Services Research. He has served on various advisory boards, including the Robert Wood Johnson Changes in Health Care Financing and Organization and has served on national committees such as the National Academy of Science's Institute of Medicine Council (1989-94). He is on the editorial board of several health care journals and serves as a reviewer for numerous medical journals, such as the Journal of the American Medical Association and Milbank Quarterly.

- This collection was transferred to the UCSF Archives and Special Collections from the UCSF Institute of Health Policy Studies (IHPS) in January 2000. Additional materials were transferred in 2004.

Processing of this collection was started but not completed. A carton-level inventory was created. During the initial processing, the archivist began organizing the materials into three series: Education and Teaching, Professional Organizations, and Projects and Publications. While the contents within each carton generally align with these groupings, they may not be arranged in consecutive order. No further arrangement was carried out beyond documenting the inventory contents.

Collection is open for research. The UCSF Archives and Special Collections policy places access restrictions on material with privacy issues for a specific time period from the date of creation.
