The J. Arthur Younger Papers represent a virtually complete written record of ten years in the House of Representatives (1954-1964). Almost every aspect of a Congressman's life and duties are covered: elections; House rules and procedure; committee activity; public and private bills; public opinion; contact with constituents; the extent of obligatory appearances at Washington and California events.
In organizing this collection, effort has been made, wherever possible, to maintain the filing system used by J. Arthur Younger.
KEY: The numbers at the right margin of each entry represent box and folder numbers. Hence, 2 - 23 indicates Box 2, Folder 23. 9 - 6/10 indicates that material on that subject may be found in Box 9, folders 6 through 10, inclusively.

Jesse Arthur Younger, born 11 April 1893, Albany, Oregon, moved to Kirkland, Washington, graduated from the University of Washington at Seattle in 1915, and served in World War I. He served with the Washington National Guard with the 48th Coast Artillery Corps from 1917 until August 1919 when he was discharged as a Captain. From 1920-1930 Younger was the vice-president, director, manager of mortgage loan department of the Seattle Title Trust Company. He was the President of the Seattle Mortgage Loan Company from 1930-1934. From 1934-1937 he was the regional appraiser for the Home Owners Loan Corporation, the assistant appraiser for the Home Loan Bank Board, and the Chief of Savings and Loan Division of Federal Home Loan Bank Board. In 1937 he moved to San Mateo, California where he was the executive vice-president of the Citizens Federal Savings & Loan Association in San Francisco.
He was the Republican representative from the 9th California Congressional District to the United States House of Representatives, 1953-1967. He died in office on 20 June 1967 from leukemia.
