Biographical / historical:

B. Abbott Goldberg was born in Fitchburg, Mass., in 1916. He graduated from the University of Michigan and Harvard Law School. He moved to California in 1944 and taught four years at Hastings College of the Law in San Francisco. From 1948 to 1961 he was deputy and later assistant attorney general of California, handling the major litigation concerning the state's interest in the Central Valley Project. He also was in charge of the attorney general's office section concerned with education and welfare law. From 1961 to 1966 he served as deputy director and chief deputy director of the California Department of Water Resources. He also acted as special counsel to the governor on the legal problems of water development. He was appointed a judge of the Municipal Court in Sacramento in 1966 by Gov. Edmund G. Brown.
