This collection contains 1 folio-sized document detailing foreign miners' licenses issued in San Joaquin County during the 1862-1863 administrative years. The document explains that the alotted over 427 foreign mining licenses were primarily received by Chinese American immigrants.

Biographical / historical:

Roley Early (R.W.) Wilhoit (1830-1922) of San Joaquin County was a Bank of Stockton banker and San Joaquin County administrator. Wilhoit's administrative duties included County Supervisor, Recorder, City Council President and Board of Education President. During this time, Wilhoit maintained a position as a Bank of Stockton Board Member until 1917. He passed away on June 21, 1922.
