- Biographical / historical:

Born in Toronto, Ontario, in 1920, Albert "Bert" Samuel Fraleigh graduated from the University of Alaska, where he studied sciences and civil engineering. After becoming a US citizen, he joined the United States Navy in 1943 and served in World War II. Fraleigh organized evacuations from Shanghai to Taiwan while serving in China under the United Nations relief program after the war. He was detained during the communist takeover, before being released by Chinese foreign minister Zhou Enlai. He joined the United States Agency for International Development's foreign assistance mission in Taiwan in 1952, after working a year with the Asia Foundation. Fraleigh also served in Vietnam. He left the service in 1976.
