Biographical / historical:

Shiloh Heavenly Quine, a transgender woman born in 1959, was the first person in the United States to receive state-funded gender-affirming surgery while incarcerated. Her 2015 settlement with the state of California established a key precedent that transition care should not be considered elective and must be provided to incarcerated people. Quine had begun transitioning several years prior while serving a life sentence; when her request for surgery was rejected, she sued the state with the support of the Transgender Law Center.

Acquisition information:
The collection was donated to the GLBT Historical Society by Ruth Beham Leonard on the instructions of Shiloh Quine.
