Samuel Taylor Kelly (1934-2019) was an electronic engineer who spent most of his career in the Oceanic Division of Interstate Electronics, involved in deep-sea operations and recovery. This collection relates primarily to Kelly's involvement in technology transfer and various joint projects with the USSR between 1975 and 1989, in part using a "front" company called International Instruments and Electronics.

Scope and content:

The collection relates primarily to Kelly's involvement in technology transfer and various joint projects with the USSR between 1975 and 1989, in part using a "front" company called International Instruments and Electronics. It includes photographs, correspondence, and other documentation relating to official visits, trade negotiations (sale of US technology to USSR) and various commercial contact, and lapel pins.

Biographical / historical:

Samuel Taylor Kelly was born in Long Beach, California in 1934; he passed away in 2019. He served in the 73rd Tank Battalion with the United States Army from 1954 to 1955. Following his military service, he attended the California Polytechnic State University. He became an electrical engineer and joined the Oceanics Division of the Interstate Electronics Corporation, where he worked on subsea instrumentation and remote pilotless vehicles. While at Interstate, he worked on a joint research project with the Soviet Union to study a US-recovered Soviet submarine, which was lost near Hawaii in 1968.
