Biographical / historical:

Dai Nippon Kaiyō Shōnendan (Great Japan Sea Cadet) became an independent organization in 1938, chaired by Admiral Takeshita Isamu of the Japanese Imperial Navy. It consisted of boys and girls, aged between 11 and 18, and aimed to promote maritime and naval education among youths.
