Background

Scope and content:

The Assembly Republican Caucus records consist of 335.5 cubic feet of textual records and are organized into the following record series: Bill Files, 1973-2008; Subject Files, 1960-1978; Floor Alerts, 2003-2008; and Rules Agendas, 2002-2003. The Bill Files are the largest series and contain analyses and additional information on nearly all legislation introduced in both legislative houses.

The Subject Files include Legislative Counsel and other legal opinions, staff memoranda and directives, newspaper clippings, surveys, studies and reports concerning issues related to campaigning, ballots, and the Voting Rights Act (1975).

The Floor Alerts include the various bills of interest to the Republican Caucus. Along with a bill analysis of each highlighted bill that was heard on the Assembly Floor, the item number and voting results appear, providing a clear picture of which bills were supported by the Caucus.

The Rules Agendas consists of the opinions and position statements created by the Republican Caucus related to legislation and other business of the Assembly. The files include letters sent by the Caucus chairman to the caucus members explaining the purpose of an upcoming bill and the Caucus’s support or opposition of that particular bill. Furthermore, the caucus members receive the bill history and the bill’s result (pass or fail) in the Assembly.

Biographical / historical:

The California State Assembly Republican Caucus consists of Assembly Members from the Republican Party. This partisan office is involved in leadership policy development, legislative research, committee monitoring and staffing, and assisting with members' public information programs. They maintain records and information systems, work closely with legislators’ district offices, and keep abreast of political party structures and issues. The Caucus formally organizes the Republican Assembly Members into a group to further advance their interests. The caucus serves as a members’ services and policy research office. Whether as the majority or minority party, the Caucus selects its own members in a manner to be determined by the party caucus in each house.

The Assembly Republican Caucus has two arms: Office of Policy and Member Services. The records held at the State Archives were created solely by the Office of Policy. Beginning in 2003, the Office of Policy began adding its name in a more formal manner to records transferred to the Archives. Therefore, records starting with the 2003-2004 session are noted as being created by the Assembly Republican Caucus-Office of Policy.
