Scope and content:

Dr. Edwin L. Harper served as a Special Assistant to the President and Assistant Director of the Domestic Council during the years 1970 to 1973. Harper's Special Files materials are subject files which deal exclusively with matters related to the President. Included in these papers are notes from four Cabinet meetings in 1971 and 1972 which deal with revenue sharing, a plan which Harper helped develop. The subject of revenue sharing is reflected in planning itineraries and background information for Presidential trips to meet state and local officials. Also included are memoranda listing possible Presidential appearances for 1972, with descriptions of places to be visited and the concerns of those communities and organizations. Other Harper materials are included in the White House Central Files Staff Member and Office Files. These materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations.
