Background
In 1954 the Alcoholic Rehabilitation Commission was created to investigate and study all phases of the treatment and rehabilitation
of alcoholics and other factors necessary to the reduction and prevention of chronic alcoholism and other excessive uses of
alcohol. The commission periodically reported to the Governor and the Legislature with recommendations. The Division of Alcoholic
Rehabilitation was established in the State Department of Public Health on September 11, 1957, with the passage by the Legislature
of Assembly Bill 3117. This measure transferred to the department the activities of the Alcoholic Rehabilitation Commission,
which was abolished.
