The records of the California Housing Finance Agency document California's efforts to provide available and affordable housing for those of low income and for the rehabilitation of housing units. This record group contains 8.5 cubic feet of textual records covering the period 1975-1990 and includes Bill Files, Litigation Files, Project Files, Board of Directors File, Correspondence, Monthly Reports, Special Programs Correspondence, and Special Projects Files. Records from the Special Programs Office are included within this record group and include such subject matter as 1983-A, Second Issue, Second Unit, Tefra List and Exhibit A, Neighborhood Preservation, Multifamily Rehabilitation and Infill New Construction Program (MRINC), Single Family Housing, Self-Help Program, and Affirmative Action.
The bulk of the records of the California Housing Finance Agency concern special projects for housing rehabilitation and development, as well as financial assistance and proposed budgeting to implement the projects in various cities and counties in California. As a result, the records contain large amounts of budget reports and analyses, contract agreements between building contractors, housing agencies, and loan commitments between the parties. The Litigation Files highlight the interaction between the California Housing Finance Agency and various parties, including building contractors and public and private parties. This series contains commitment letters, legal actions, summons, correspondence, contracts, and answers to complaints. Additionally, the Ridgecrest Project Files contain extensive documentation pertaining to the development of China Lake including correspondence, a creditor list, and the developer's certificate. Further accruals are expected.

The California Housing Finance Agency became effective on September 26, 1975, with enactment of Chapter 1, Statutes of 1975, First Extraordinary Session. The agency's primary function provides for the preparation, issuance, and the sale of state bonds. Funds used by the agency create possibilities for financing housing developments in California. Known today as CalHFA, the California Housing Finance Agency continues to work with public and private business partners, making homeownership an attainable goal for the people of California.
The California Housing Finance Agency was created to meet the housing needs of individuals and families of low and moderate incomes. The need for safe, decent, and affordable housing remains the mission of the agency as it did when it was created in 1975. As the third largest state-chartered bank in California, CalHFA continues to provide special programs and low-interest rate loans to first-time homebuyers and renters through the sale of tax-exempt bonds.
The agency is administered by an eleven member Board of Directors representing various segments of the housing industry and state government officials. Members include one chairperson appointed by the Governor, one member from the State Treasurer, one member from the Secretary of Business, Transportation, and Housing Agency, one member from the Secretary of Trade and Commerce Agency, an additional six members selected by the Governor, one member from the Speaker of the Assembly, and one member from the Senate Rules Committee. Non-voting ex officio members include the Director of Finance, the Director of the State Office of Planning and Research, and the Executive Director of the Agency. Board members serve a six year term.
