Biographical Note
In 1962 Edward V. Roberts became the first student with severe mobility impairments to live
on campus in the Cowell Hospital. Following Roberts's successful first year, the
University admitted John Hessler, the second student with a severe mobility impairment. By
October 1967, there were seven severely physically disabled students living in Cowell
Hospital, and Carl J. Ross, the hospital administrator, proposed a program to serve ten to
twelve disabled students. The California Department of Rehabilitation funded the Cowell
Residence Program in 1968.
In the spring quarter of 1970, the Associated Students of the university of California at
Berkeley voted to supplement Health Education and Welfare (HEW) funding for a program for
students with disabilities, and the Physically Disabled Students' Program was
established in July with a grant of $81,000 from HEW.
In 1975 the California Department of Rehabilitation established a contract with the
University. Renewed annually, it covers a full-time Coordinator of the Residence Program and
Special Assistants who help students enhance their independent living skills. In 1982 the
word "physically" was dropped from the name of the program.
