Scope and content:

This collection is comprised of records retained by the Western Consortium for Public Health as a part of their participation in the California Tobacco Control Resource Partnership (CTCRP). This collection provides extensive documentation of the expenditure of Prop. 99 funds. It includes information by and about a number of agencies throughout the state including publicity materials, ephemera, grant information, reports, and more. The largest series, Grants, documents the actual grants funded by the proposition, while other materials provide insight into the granting process and document some of the resulting products.

The documents in this collection consist mainly of materials collected by the WCPH as a part of their tobacco control oversight and evaluation activities as a part of the CTCRP. The materials have been divided into four series. The first series, Administrative & Information Files, includes records and correspondence from various LLAs, and TCS grantees, information on media and educational programs, and the Requests for Applications (RFAs) and Requests for Proposals (RFPs) issued by TCS. The second series, Grants, includes budgets and general program information on a number of grants issued by the TCS from 1989-94 (though mainly from 1991-93). The third series, Conferences, includes programs and reports on a variety of conferences held by LLAs and TCS grantees, and the final series, Reports, consists of reports and educational materials issued by WCPH and other affiliated agencies.

Biographical / historical:

The Western Consortium for Public Health was created in 1975 by a resolution of the California State Assembly as an independent, nonprofit organization. Emerging from the continuing education programs offered by several schools of public health, WCPH is governed by a board of directors composed of deans and faculty from the University of California, Berkeley and University of California, Los Angeles. Its purpose is to support research, training, and community service activities of independent principal investigators and to oversee public health related research and demonstration projects.

After the passage of Prop. 99 in 1988, WCPH, along with Stanford Health Promotion Research Center and Americans for Nonsmoker's Rights, formed the California Tobacco Control Resource Partnership (CTCRP) to help the fifty-eight county and three city health departments designated as Local Lead Agencies (LLAs) under Proposition 99 that were given primary responsibility for the development and implementation of local tobacco control programs. WCPH was also involved with the State of California Department of Health's Tobacco Control Section (TCS) in monitoring the recipients of TCS Competitive Grants Program moneys and analyzing the effectiveness of the programs. WCPH published a report, Independent Evaluation of Efforts to Prevent and Control Tobacco Use in California: Annual Report, November 1991, which is in the UCSF general collection, and copies and drafts of later reports are included within the WCPH papers.

Custodial history:

The Western Consortium for Public Health Papers were donated to the Tobacco Control Archives by Dr. Stanton A. Glantz, UCSF professor and long-time anti-tobacco activist.
