Abstract: The collection consists of materials relating to the political career of John Phillips, who served as a California state legislator
from 1932-1942, then as a member of the House of Representatives from 1943-1947. Items in the collection include correspondence,
reports, pamphlets, and other documents related to Phillips work and research on topics like government food subsidies, universal
military training, and the Republican Party platform.

Processing of the John Phillips papers was completed by undergraduate students from the University of California, Riverside
as part of the Special Collections and University Archives Backlog Processing Project started in 2015. This project was funded
by the UCR Library and administered by Jessica Geiser, Collections Management Librarian.
Biographical Note
John Phillips was born in 1887 in Wilkes-Barre, Pennsylvania. He graduated from Haverford College in 1989, and served in the
Adjutant General's Office during World War I. He moved to Banning, California in 1924, where he worked as a rancher and business
analyst before becoming involved in politics.
Phillips served as a member of the Banning City Council from 1930-1932, as a California Assemblyman from 1932-1936, and as
a California State Senator from 1936-1942. While a member of state government Phillips also served as the Chairman of the
Assembly Committee on Agricultural Marketing.
In 1943, Phillips was elected to the House of Representatives from California's 22nd District, which covered a large area
of Southern California including Riverside, Palm Springs, and the Salton Sea. He served the 22nd district until 1953, and
a similar area, (the redistricted 29th district) from 1953-1957.
After his time in Congress, Philllips worked as a public relations counselor. He died in Palm Springs in 1983.

The collection consists of materials relating to the political career of John Phillips, including correspondence, reports,
pamphlets, and other documents related to Phillips work and research on topics like government food subsidies, universal military
training, agriculture, wartime employment, foreign policy, and the Republican Party platform.
