From 1785 to 1797, he served on a number of federal commissions appointed by the Congress and the President to negotiate with the Cherokee and Creek Indians, particularly in relation to conflicts on the Georgia border. The commissions negotiated treaties of Hopewell (1786), New York (1790), Holson (1791) and Coleraine (1797).
