From 1987 to the present, the Hoover Institution has been amassing the political opposition press from Russia, Belarus, Ukraine, and other parts of the former Soviet Union. From 1987 to 1991, the opposition consisted of the "democrats"; since 1991 it has consisted of Communists and others on the left as well as the national patriotic groups and fascists on the right. Today the political opposition press collection is composed of more than 6900 serial titles, with the bulk of the materials dated from the late 1980s-2010s.
The collection also includes Donbass and Russian Far East titles.

- Acquired by the Hoover Institution Library Archives in increments between 1986 and 2012.
- Processing information:

Beginning in 2018, significant work was performed within this collection, with the addition of more than 2,000 titles being added, raising the number from 4800 to more than 6900. All titles received item level description, with Latin and Cyrillic titles, holdings data, and place of publication information being captured. Additionally, much of the collection's description used to exist as box ranges. This description was broken out upon physical review, with nearly 500 box ranges broken out, making the content more robust and providing further box level accuracy for researcher requesting.
Organizationally, the collection also received an overhaul to its heirarchy to improve both ease of navigation and searchability.

The collection is arranged by series and then sub-series beginning numerically and alphabetically. Additional series include Donbass and Russian Far East Titles.
All series include title, place of publication, and date information. Individual item titles include further holdings date information as well as Cyrillic titles.
