Series Description

Between conventions, the Executive Board was authorized to make decisions regarding official policies of the Federation. The first structural organizational chart vested authority in a Joint Policy Committee which later became the Executive Board. While these files reflect the discussions and decisions arrived at the highest governing body of the Federation, the organization nontheless functioned as a confederation of District Councils making decisions locally.
