    Biography/Administrative History

    Galen Leung was born on March 7th, 1960 in Riverside, California, the son of Chinese immigrants who moved to the United States in 1955. Leung graduated from Riverside's Poly High School in 1978 and received a Bachelor of Arts degree with a Health Studies concentration from Pomona College in 1982. Later that year he moved to New York City with his partner. In New York Leung volunteered for Gay Men's Health Crisis from 1983 to 1986. In 1988 he got his Masters Degrees in Business Administration and Public Health from Columbia University From 1987 to 1990 Leung worked in the New York City Office of Management and Budget. While there Leung authored and coordinated expansion of AIDS outpatient care at the Health and Hospitals Corporation's (HHC) hospitals and clinics, quadrupling the number of funded primary medical care appointments for people with AIDS. He also prepared and presented to the Mayor's Office and HHC a successful staffing model for long-term AIDS care units at Coler and Goldwater hospitals and researched and coordinated a proposal to increase Federal Medicaid funds by $57 million a year. In 1991 Leung moved to San Francisco where he became the AIDS Office Assistant Director for Planning. From 1991 to 1994 Leung worked with the Asian Pacific AIDS Coalition. He was also on the Interim Board of Positive Resource Center in 1997 when they merged with AIDS Benefits Counselors to form a "one stop shop" for benefits and employment counseling. Leung also staffed two Mayoral Summits: the Health Summit of 1996 (on the Health Insurance Committee) and the HIV/AIDS Summit in 1997-98 (on the Workplace Entry and Re-entry Committee). Leung was a board member of the GLBT Historical Society of Northern California from May 1994 through June 2000 and also served as treasurer of the society from July 1995 through June 1999. Since 1995 Leung has directed the Office of Contract Management and Compliance for the San Francisco Department of Public Health.

    Scope and Content of Collection

    The Galen Leung Papers reflect the professional and volunteer activities of Galen Leung, whose career has focused on helping People With AIDS (PWAs) return to the work force and improve their quality of life. The materials reflect Leung's involvement with AIDS related issues while working for the City of San Francisco, and as a board member of various non-profit organizations such as Shanti, AIDS Benefit Counselors, the GLBT Historical Society, and Positive Resources. The Galen Leung papers are organized into two series: ORGANIZATIONS/COMMITTEES, and PHOTOGRAPHS/ARTIFACTS. The ORGANIZATIONS/COMMITTEES series consists of materials relating to Leung's involvement with the City of San Francisco's Mayor's AIDS Steering Committee and the Mayor's Summit on AIDS and HIV. Also contained in this series is materials which reflect Leung's extensive involvement in AIDS related community based organizations as a board member and volunteer. These records document his particular emphasis on vocational training and workforce re-entry for PWAs. This PHOTOGRAPHS/ARTIFACTS series includes 13 photographs, GAPA, unidentified group photos, and several photos in which Leung himself appears. It also contains 4 pins supporting the Network for Lesbian, Gay, Bisexual and Transgender Concerns in Occupational Therapy or the OT Network, and 1 pin from AIDS Walk 7 in Chicago.
