Scope and content:

The collection consists primarily of materials from Hills' career as a government official and chairwoman. The collection materials include correspondence, letters, briefs, memos, reports, white papers, publications, calendars, itineraries, travel documents, conference and event materials, news clippings, press releases, photographs, scrapbooks, government publications, pamphlets, books, awards, memorabilia, miscellany. These materials are related to Carla Hills' career; Hills' family, USTR personnel, U.S. foreign and domestic trade policy; NAFTA; the Uruguay Round; multilateral trade issues, bilateral trade issues and regional trade issues; macroeconomics; microeconomics; National Environmental Policy Act; labor law and policy, Republican policies, and public housing policies in the United States.

Biographical / historical:

Carla Anderson Hills (born January 3, 1934) is an American lawyer, chair, CEO and Republican who served as the 10th United States Trade Representative from 1989 to 1993 and the 5th United States Secretary of the Department of Housing and Urban Development from 1975 to 1977. As trade ambassador in the George H. W. Bush presidential cabinet, Hills negotiated the North American Free Trade Agreement (NAFTA) from 1988 to 1992, the Uruguay Round from 1988 until 1993, multilateral agreements and bilateral agreements focused on trade liberalization and emerging markets in Asia, South America and Eastern Europe.

Prior to her tenure as an ambassador, Hills was appointed by President Gerald R. Ford as Secretary of the Department of Housing and Urban Development. Moreover, Hills served as an assistant attorney general in the Civil Division of the Department of Justice from 1974 to 1975 and Assistant United States Attorney in Los Angeles from 1958 to 1971.

Following her government and legal career, Hills leads as a chairwoman, director and council member on advisory boards for various multilateral corporations, non-profit organizations and universities. Furthermore, Hills is a keynote speaker and was the author of Federal Civil Practice (1961) and Antitrust Advisor (1971). Carla Hills graduated with her BA degree from Stanford University in 1955 and with her LLB degree from Yale Law School in 1958. Carla Hills was married to Roderick Hills, the late lawyer, chairman and fellow co-founder of Latham, Watkins and Hills, and together they have four children.
