Biography/Administrative History
The Coastal Alliance on Plant Expansion formed in 1999 as residents of San Luis Obispo County became increasingly concerned
by the Morro Bay power plant expansion intended by Duke Energy Corporation who purchased the plant from PG&E in 1998. The
original plant has been active since 1953.
The Alliance focused on understanding the true past, present, and future impacts of the plant on the environment, property
values, and health of the community and area. Other specific aspects for concern regarding the plant were the increase in
large particulate matter which is extremely hazardous to health, the effect on protected marine life, and the plant as aesthetic
eyesore blocking the scenic view of Morro Rock and a large portion of the ocean view.
Dynegy Inc. acquired the plant in 2007 and closed the plant in 2014. In 2018 Dynegy Inc. was being considered for purchase
by Vistra Energy which would leave control of the plant and property in their hands. Removal of the underwater oil pipes that
run offshore and provided fuel to the plant before the switch to natural gas was proposed in 2018 as part of the decommission.
Scope and Content of Collection
Organizational records relating to the operational and advocacy activities of the Coastal Alliance on Plant Expansion (CAPE).
Records relate primarily to the activism protesting the expansion of the Morro Bay power plant and related corporations involved
with the plant, and environmental protection and community impacts related to the plant. Includes documentation maintained
by supporters regarding matters influencing or affecting the Morro Bay Power Plant, such as local elections and political
activities, which was outside the scope of CAPE. Also includes a record of the CAPE website which was closed circa 2016. Records
collected and created by CAPE between 1986 and 2018.
