Ray Fields served for twenty-five years as the first Assistant Director for Policy and Research of the National Assessment Governing Board, which was established during the Reagan administration. The Governing Board oversees and sets policy for the National Assessment of Educational Progress. The collection includes official documents, historical documents, legislation, policies and resolutions, reports, congressional reports, and testing materials, with the bulk of the collection focused on the National Assessment of Educational Progress (NAEP), the National Assessment Governing Board (NAGB), and the U.S. Department of Education.

Scope and content:

The collection contains policy documents, reports, and writings concerning the National Assessment of Educational Progress (NAEP) - also known as the Nation's Report Card - and its Governing Board (NAGB). Subjects represented in the collection include board independence, protecting NAEP from partisan politics, committee structure of the National Assessment Governing Board, congressional testimony, reports to Congress, Puerto Rico's participation in NAEP, voluntary national test, and 12th grade preparedness for college.
