Scope and Content Note

Bill Files relate to legislation that dealt with restructuring California's electric system management, and the California Energy Crises, that was referred to the Assembly Energy Costs and Availability Committee during the first and second extraordinary session, from 2001-2002. Bills heard by the Assembly Energy Costs and Availability Committee may include bill analyses, amendments and resolutions, author's statements, testimony, press releases, editorials and newspaper clippings, correspondence, committee statements, and other information.
Notable legislation considered by the Assembly Energy Costs and Availability Committee include: electrical rate restructuring (SB85XX, 2001-2002; SB43X, 2001-2002) the Electricity Oversight Board (AB5X, 2001-2002; AB28XX, 2001-2002), rotating blackout policies (SB68XX, 2001-2002), and conditions for public health emergency services (AB69XX, 2001-2002).

Access to audiovisual material requires the production of use copies by Archives staff.

Scope and Content Note

Hearing Files contain agendas, transcripts, background reports, meeting minutes, VHS video cassettes, and audiocassette tapes for the Assembly Energy Costs and Availability Committee. Audio and visual tapes were moved to a cold-storage vault for preservation purposes and separation sheets are in the appropriate files to alert researchers to the existence of such items.
While the majority of the files discuss various bills heard by the committee on the hearing date, notable subjects include the increased oversight of the Public Utilities Commission, Southern California Edison, independent system operators, electrical rate restructuring, policies for controlled blackouts and the authorization the Department of Water Resources to purchase and sell electric power.
