Biographical/Historical note
Save the American River Association (SARA) is a grass-roots organization supporting the American River (California) and its
American River Parkway. Established in 1961, the organization’s mission is to “protect and enhance the wildlife habitat, fishery,
and recreational resources of the American River Parkway”. SARA is a non-profit organization with more than 600 members. Some
previous presidents of SARA include: Alan Wade, Frank Cirill, Jim Jones, Warren V. Truitt, Peter H. Smurr, Leslie Bisharat,
and Stephen Green.

The collection contains articles, congressional bills, correspondence, minutes, newsletters, news clippings, publications,
reports, research notes, petitions, testimonies, and written statements compiled by the Save the American River Association.

Chronology
1915 – John Nolen (town planner) outlined a general plan for a possible parkway
Late 1940s – Frederick Law Olmsted, Jr. (a planner and landscape architect), hired to conduct studies to guide the direction of state
parks post-war
1940s-1950s – public pressure for more outdoor recreation and in turn a movement to preserve natural areas
1950 – River Recreation and Park Association formed, taking responsibility to form a parkway
1955 – Folsom and Nimbus Dams completed
1961 – Save the American River Association (SARA) established. Founders include Jim Mullaney, Harold Severaid, Elmer Aldrich,
Howard Leach, and Effie Yeaw
1970s-1990s – Court disputes with EBMUD (East Bay Municipal Utility District)
1972 – Decision 1400 issued by State Water Resources Control Board, setting minimum flows for the American River
1993 – Cal Expo plan parking lot near Bushy Lake
1995 – Struggle begins to preserve Fair Oaks Bluff
