This collection is comprised of records documenting Emma G. Millis' involvement in the Southside Park Neighborhood Association and her residence in the district, 1985-2017. The collection is arranged into folders according to the original order of the donor: Southside Issues (1988-2017); Preservation Ordinance (1985-2005); 428 S Street (2006-2007); Southside Historic District (2005-2007); and 426 S Street (1988-2012).

Biographical / historical:

Emma G. Millis is a longtime resident of the Southside Park neighborhood and has been an active member of the Southside Park Neighborhood Association. Southside Park neighborhood is bounded by I-5 to the west, R Street to the north, I-50 to the south and 12th Street to the east. At its core is Southside Park, which was constructed in 1914. The Southside Park Neighborhood Association re-formed in 1990, around the time that concerns over zoning and the commercial uses of the neighborhood were being debated. The discussion culminated in the adoption of the R Street Corridor Master Plan by the City of Sacramento in 1996, which called for the revitalization the corridor and transformation into a mixed-use development district.
