Biographical Note
Richard Samuel Rene Hubert, 1901-1982, was born in Montréal, Québec, Canada. He was employed by the Canadian Pacific Railway
Company (CPR) in Shanghai, China. The Canadian Pacific Steamship Company of the CPR transferred Hubert to Kobe in 1923, where
he learned to speak Japanese. He moved to Shanghai with his family and lived there during the Second Sino-Japanese War. Hubert
left Shanghai in 1941 and joined the United States Office of War Information (OWI). He was designated Chief, Forward Area,
Central Pacific Operations based in Saipan. He initiated a program of information services to the Mariana Islands, which included
creating and distributing moving pictures, filmstrips, photographic displays, radio programs, and printed matter primarily
in Japanese.
Scope and Content of Collection
Contains materials pertaining to the United States Office of War Information (OWI) in Saipan, and United States Psychological
Warfare Division (PWD) during WWII. The bulk of the material contains original leaflets that were dispersed over Japan, as
well as corresponding declassified documents from the PWD. The collection also contains photographs of facilities, printing
press operations, radio transmitters, and personnel of the OWI.
