Scope and Contents

These files include two projects overseen by General Manager William R. Scott: the Southern Pacific Railroad visit of the Panama-Pacific International Exhibition held in San Francisco, February 20 through December 4, 1915 and the construction of the 1917 Southern Pacific San Francisco General Office Building at 65 Market St.
William Scott coordinated the selection, transportation, and installation of exhibits for the Southern Pacific Railroad exhibit at the Panama-Pacific International Exhibition, including a block signal, a sectional passenger locomotive and the steam locomotive "C.P. Huntington." The locomotive "T.D. Judah" was under consideration for display. Mr. Scott helped arrange for a postal car to be displayed at the fair. He negotiated with the fair's management to furnish a steam locomotive to supply steam for lighting effects during the exhibition. He arranged for Southern Pacific employees to receive badges so that they could attend the opening of the Southern Pacific Pavilion. Eight thousand attended. He questioned the valuation of the exhibit, the charges and operating policy. He explored the possibility of salvage of the Pavilion. He responded to SP President William Sproule's questions about the exhibit.

General Office Building at 65 Market Street Includes contracts, financial statements, progress reports, correspondence, memoranda, trade catalogues, building plans and three photographs of the new building.
As General Manager, Scott was in charge of overseeing construction of the new Southern Pacific General Office Building in San Francisco. This included making decisions about interior details such as selecting a master clock, linoleum, sprinklers, approving a tea room for women and a veteran's club, electrical wiring, and the installation of building directories. Project architects submitted monthly progress reports to Scott, and he approved payments to them. He dealt with Southern Pacific President William Sproule's questions and implemented his suggestions.

Biography

William R. Scott (1860-1926) came to the Southern Pacific as an assistant superintendent in September 1903. Two months later, he was made superintendent of the Salt Lake Division, where he remained until he was promoted to superintendent of the Western Division on June 1, 1905. He spent two months in 1907 as general superintendent of the Northern District, and was then promoted to assistant general manager. On July 15, 1912, he was made general manager, and in February 1914 was promoted to vice-president and general manager. In July 1918, Scott was appointed Federal Manager for the railroad for the period of federal control. When federal control ended on March 1, 1920, he became president of the Texas & Louisiana Lines. He died on the job December 20, 1926, having served twenty three years with the Southern Pacific as a locomotive engineer and fireman, a superintendent, and a general superintendent.

Historical

To ensure that currents instructions would be readily available for reference and observance, the Southern Pacific Company established a uniform system of issuing general instructions in the form of General Letters. Revisions were made as needed.

Scope and Contents

The Office of General Manager issued general instructions relating to Transportation Department practice and policy. Topics include issuance of passes, law enforcement, shipment of explosives, passenger service, efficiency tests, transportation of live animals, protection of company records, telegraph service, and installation of scales. General Letter No. 132 lists the General Letters currently in effect.

Scope and Contents

A shoofly is a temporary stretch of track that takes trains around construction or an accident scene. A detour is an alternate route used temporarily while the primary route is blocked. Southern Pacific created shoofly and detour maps for each Division to be used when floods, earthquakes, or accidents destroyed tracks or tunnels.

This volume was apparently preserved by Louis Paul Oberkamp (1901-1996) who began his railroad career with the El Paso & Southwestern in 1920. He retired from Southern Pacific in 1965 at which time he was a Superintendent at the Sacramento Shops.

Subseries 1. Circulars •Printed circulars issued by the Office of the President, Southern Pacific Company (Pacific System), San Francisco, have been pasted into two albums. The majority of the circulars announce changes in personnel and regulations regarding the use of travel passes. However, there are also circulars that refer to company policy, office closures, employee relations, union agreements, and salary reductions.
•A collection of invitations to corporate functions (luncheons and dinners, receptions) relating to specific events or to honor various SP officials and other dignitaries. Events occured in various U.S. cities. The invitations appear to have been issued by the Office of the President or by members of the SP Board of Directors.

Historical

In 1952, as an aspect of his belief in the value of planning and research, Southern Pacific President Donald J. Russell initiated the Long Range Planning Program. Chaired initially by C. D. Lafferty, Manager of the Industrial Department, and composed of representatives of the company's various administrative departments and operating divisions, the Long Range Planning Program's purpose was to analyze existing conditions, as well as population, economic, and social trends in the Southern Pacific's major western service areas, and to develop plans for the physical expansion of yards and facilities, elimination of unprofitable services, and improvement of freight revenues.

Scope and Contents

The Long Range Planning Program collection consists of carbon copies of letters, mimeographed reports, maps and blueprints. The material is arranged in folders and binders and contains geographical data, statistics, population projections, descriptions of existing and proposed industrial developments, and information on competing modes of transportation.

Historical Information

Ferryboats began service on the San Francisco Bay in 1850. By 1863 ferryboats connected to local train service and by 1869 to the final western leg of the Central Pacific's transcontinental route.
Ferryboat service peaked in 1930, when Southern Pacific operated 43 ferryboats on San Francisco Bay. During that year SP carried almost 20 million people between San Francisco and the Oakland and Alameda piers.
The opening of the San Francisco – Oakland Bay Bridge in 1936 resulted in the slow decline of ferry service. After World War II, only four passenger ferries traveled the Bay: "Berkeley," "Eureka," "Sacramento," and "San Leandro." SP discontinued its passenger ferry service in 1958.
The passenger ferry "Berkeley" was built in 1898, went into service in November 1901 and was rebuilt in 1917. It was one of the last SP ferries, retired in 1958.
The passenger ferry "Eureka" built by the San Francisco & North Pacific Railroad in 1890, was originally named the "Ukiah." Later operated by the Northwestern Pacific Railroad (as the "Eureka") and then by the Southern Pacific. The "Eureka" ran between San Francisco and Oakland until 1957. The "Eureka" is preserved at the San Francisco Maritime National Historic Park.
The "Sacramento" built for the South Pacific Coast Railroad in 1877 was originally called the "Newark." In general ferry service on the Bay until October 1921 when it was stripped at SP shipyard a portion of the keel was used for the "Sacramento." SP retired the "Sacramento" in 1955.
The Key System operated the 1923-built "San Leandro." SP acquired the ship in 1955 to replace the "Sacramento" and operated the 240-foot long "San Leandro" between Oakland and San Francisco until its July 1958 retirement.

Scope and Contents

This series includes: a union agreement, a deck department log, steamer logs, and a log book for inspections and drills.
The union agreement, between Southern Pacific Company and the National Association of Masters, Mates & Pilots of America, National Marine Engineers Beneficial Association, Inland Boatmen's Union of the Pacific, were effective May 1, 1929 and includes subsequent changes to September 1947.
The Northwestern Pacific Railroad's Deck Department log for the steamship "Eureka" documents daily San Francisco to Sausalito car and passenger service for the period January 1 to February 19, 1941. Each log includes: arrival and departure times, mileage, the number of auto trucks, autos and hand trucks, weather conditions (tide and wind), deck work performed, names of first and second officers, the chief and assistant engineers, and the signature of the captain.
The Southern Pacific Company logs (Form S-2109) for the steamship "Eureka" document daily San Francisco to Oakland car and passenger service for the period February 8, 1942 to July 31, 1945. Information includes: arrival and departure times, crossing time, the number of locomotives, passenger cars and freight cars, autos, trailers, four wheel trucks and drays on board, weather, wind and tide information, inspections and drills performed, explanations for delays, and mail bag numbers and train numbers. The back side of each form, signed by the ship's captain, lists crew members, the chief engineer, assistant engineer and firemen.
The Southern Pacific Company log book notes daily inspections and drills aboard the "Eureka," "San Leandro," "Berkeley," and "Sacramento" for the period November 3, 1944 to February 28, 1956. Each entry lists the inspection date, the type of inspection, the outcome, and the name of the captain. Another section of the log, "Fire and boat drills" lists the following information: ferry name, date, number of crew, inspection time, plug number, fire extinguisher, anchor drill time and the captain's name. There is also an address list for the crew.

Scope and Contents

The Southern Pacific Public Relations Department collection consists of various promotional materials as well as internal memos and correspondence within the department. The ad proofs within the collection range from the 1880s to the late 1970s. The proofs cover a wide range of topics in trying to entice potential passengers, these include a focus on affordable ticket prices, the comfortable travel conditions and accommodations that the trains provided, and the numerous routes that S.P had established across what it called the "Golden Empire" which included the major rail hubs in the United States, and parts of Mexico. Additionally there are S.P advertisements directed at industrial businesses which encouraged potential businesses to build their factories near S.P lines, and the various modes of transportation by which S.P could haul goods (trains, planes, trucks, and eventually a pipeline). These proofs were meant to be distributed to various magazines and newspapers across the country for the purpose of encouraging people to ride the train. The emphasis on hauling freight becomes more apparent in advertisements from the 50's and 60's as passenger transport began to wane. Within the collection there are also a number of art books sent to S.P by independent advertising agencies for the purpose of choosing templates for future ads. However for the majority of its history, Southern Pacific used templates provided predominantly by Foote, Cone, and Belding, or Lord & Thomas of San Francisco. Prior to 1934, Lord & Thomas was originally named Lord, Thomas & Logan. There is one instance of Southern Pacific contracting work to the company of Wilhelm, Laughlin, Wilson & Associates. The collection also contains budget reports from the 1930s to the 1970s which show not only how much money was spent by the P.R department, but also where the money was spent in the form of radio, printed, or television ads. Additionally the collection contains a number of booklets used by the department to review each year's ads from 1951 to 1956 to presumably decide what ads to use for the following year. Of note, the collection also has several copies of a proposal sent by Southern Pacific to the Japanese government that encouraged the use of S.P rail and freight services for trade conducted between Japan and the United States. There is also a binder providing a brief history of PR advertising efforts during World War Two to counter the labor shortage. Finally there is an internal memo that details the abridged history of Southern Pacific's PR department that covers its initial formation in the 1880s to the waning years of SP in the 1980s. Finally the collection contains numerous photographs of S.P locomotives, rail yards, and industrial sites which were used for advertising material from the 1950s to the 1960s. With the photograph collection are a large portion of concept art, templates, and original artwork provided by advertising agencies for potential use in Southern Pacific advertisements.
 

Sub Series 1: Internal Memos, Correspondence, and Misc

Scope and Contents

This subseries contains ledgers and expense reports for the Southern Pacific's Public Relations department, and for the Lord & Thomas Advertising Company. Additionally, there are internal memos from the department and portoflios that were meant to be sent to other companies. The expense reports and ledgers primarily cover the early 20th century. The Portfolios specifically target the Ford Motor company and the Government of Japan for possible deals to use Southern Pacific for moving freight. Finally the internal memos include a 1971 Memorandum detailing the history of the Public Relations department from the 1880's until the 1970's when the report was published and a sample response to railroad enthusiasts and model railroaders about commercially available schematic equipment diagrams.

Sub series 2: Photographs and Concept Art

Scope and Contents

This subseries contains photographs and concept art used for advertisements published by the Southern Pacific Company. The photographs mainly depict locomotives at various locations such as rail yards, docks, and in transit through mountains and forests. One box in the collection specifically contains photographs from the aftermath of a snow storm in 1964 that affected Southern Pacific and North Western Pacific rail lines in Northern California and Oregon. Finally, there are examples of concept art and drawings submitted to Southern Pacific to be used in their advertisements. These include drawn cartoon characters, locations, and scenes typical of an experience on a Southern Pacific rail car.

Sub series 3: Advertisements and Ad Proofs

Scope and Contents

By far the largest subseries in the Public Relations collection, the advertisements and ad proofs collection contains fifty-three boxes of various advertisement mediums in chronological order from the late 1920s to the 1980s. The collection is primarily ad proofs created by the Lord & Thomas Advertising Company for use in local and national publications. The content of the ads ranges from highlighting the comfortable riding conditions of SP trains, to the low fares charged to buy tickets. Depending on the year, the advertisements will also heavily focus on a particular event, such as the World Fair in San Francisco and New York during the early 1930s, or the need for rationing dring WWII. Additionally, the collection contains magazines and pamphlets published by Southern Pacific, most notably the "West" magazines which would have been provided on Southern Pacific trains.
