Dear Mr. Lorce:

On October 15th, I wrote to you concerning the possibility of setting up regional centers throughout the country to serve the handicapped. As the enclosed copy of my original letter to you indicates, my idea was to establish about 10 regional university-based programs; universities would bid for Federal grant monies to organize these programs.

I would appreciate hearing from you concerning this proposal as soon as possible. I am hoping to introduce this legislation some time early in the next session of Congress and would benefit very much from your ideas and comments.
