Abstract: This collection consists of seven photograph albums documenting a range of departmental activities of the Los Angeles County Department of Health from approximately 1930 through 1932. The photographs depict such things as housing, schools, sewage disposal plants, diary farms and milk plants, garbage and refuse disposal, and general sanitation in areas across Los Angeles County. The collection notably includes a volume documenting temporary encampments known as "Hoover Towns," which sprang up during the Great Depression, as well as a volume showcasing the "state-of-the-art" housing for Olympic athletes during the 1932 Olympics held in Los Angeles.

Conservation Note

Each volume has had some conservation treatment with the level of treatment varying from minimal to extensive. A brief account of the action taken follows:
photCL 396 vol 1:
Photographs were originally attached to black papers pages and album covers were missing. Images and text were removed from backing and original order maintained.
photCL 396 vol. 2-vol. 3:
Photographs and typewritten captions were removed from black paper pages and put into mylar sleeves. Original order maintained.
photCL 396 vol4:
Album pages were xeroxed showing photographs with text to serve as reference copies for researchers. Photographs were removed from album corners and stored separately in non-buffered sleeves. Retained original album pages and text which is stored in separate envelope.
photCL 396 vol. 5:
Transcribed captions accompanying each photograph which were glued onto black pages. Removed photographs and other text from original album. Discarded original photographic album with paper captions due to dust and dirt from black paper. Map of Olympic Village was flattened and encapsulated in mylar.
photCL 396 vol. 6:
All images uncaptioned. Removed black pages from album and trimmed. Interleaved with unbuffered paper and put in acid free folders.

Scope and Contents

This collection consists of seven photograph albums documenting a range of departmental activities of the Los Angeles County Department of Health, from approximately 1930 through 1932. The volumes include photographs of the following subjects:

  6. Miscellaneous Scenes of Los Angeles County Department of Health Activities and Buildings (volumes 6-7)
The Bureau of Housing and the Bureau of Inspection are two of the divisions represented in the collection. The photographs depict such things as housing, schools, water supply, swimming pools, sewage disposal, dairy farms and milk plants, garbage and refuse disposal, and general sanitation to name but a few topics. Of particular interest is the volume documenting the "Hoover Towns" which sprang up throughout Los Angeles during the Great Depression (Volume 1). In contrast is the volume showcasing the "state-of-the-art" housing for Olympic athletes who were in Los Angeles for the Tenth Olympiad in 1932 (Volume 2)
The photographers represented in these volumes are unidentified except for an instance where initials are provided. Volume 4 was compiled by Richard A. Koch and volume 5 was compiled by C. G. Kahlert. The majority of the images are accompanied by lengthy captions and they are transcribed in the finding aid where practical.

A collection of photographs taken at the sites of several temporary encampments throughout Los Angeles County during the Great Depression. Several of these images show a "Hoover Town", or Hooverville, in the Graham neighborhood of Los Angeles.

Private dump about 900 block on San Fernando Road. This house, occupied by one old man, is constructed of material picked up on dump and consists chiefly of old boxes and cardboard.

The owner of this house moved out quickly. He demolished most of the house and moved on to another location. This picture shows the general construction -pieces of old lumber and cardboard cartons.

These three houses were of fairly good construction. The one on the right, having a cement floor, tight roof and side walls, and a good door with glass. All of these houses on the Glendale dump were destroyed, and the occupants forced to move.

85th and Lou Dillon Street -About 45 families settled on a 5 acre tract under auspices of one of the churches. This place was known as Hoover Town. Some of the families were receiving aid from the County Welfare Department, but others were being fed by the agency in charge when help was needed. Workman Mill Road and Union Pacific Railroad. Group of one-room shacks in gum grove, east of Workman Mill Road. Note general cleanliness of ditch and fly-proof privy erected at this end of camp. Toilet facilities were provided through the effort of the Chief District Sanitary Inspector of the Whittier Districts.

This is a picture of the south end of bridge showing what the occupants called the "Cheap Hotel." This end of the bridge was used mostly by itinerants. The north end of the bridge being used by those who stayed in this vicinity for some time.

An album showing the planning and construction of the Olympic Village in Los Angeles, constructed for the 10th Olympic games in 1932. The album includes 43 photographs 5 postcards, two illustrations, and one color-coded plan of the village.

This photo was made from the Sunday supplement of the Los Angeles Times. It gives a plot plan of the housing conditions as they exist for the 1932 Olympiad. (This is Olympic Village)."

"An air view of Olympic Village completed. You are looking at the most complete and efficient method of housing athletes that any Olympiad has known.

"Floor joists used in construction of individual houses were 4x4 redwood. These can be seen in the picture; also the plumbing waste lines can be seen. The waste lines were constructed of galvanized iron down-spouting with soldered joints. Sizes range from 1/1/2" at the fixture, increasing to 21/2" at base of shower."

"A close-up of the galvanized shower room floor is here shown. The water supply pipe, which is copper tubing, can be seen in the foreground. This type of pipe was used in order to cut down on expenses. This tubing can be bent around corners, eliminating the use of fittings."
