Two holograph letters written by W. S. Rosecrans on official stationery of the House of Representatives, Washington, D. C.
to Herbert Smith, Esq. in San Francisco, California, and one telegram composed and sent by W. S. Rosecrans on official stationery
of Western Union Telegraph Company to Chas D. Wheat. The first letter informs Smith that he will be happy to comply with Smith's
request and urges Smith to send him and Senator Farley a formal application. The second letter informs Smith that Hon. A.
H. Stephens made a nice endorsement of Smith's papers and when Senator Farley endorsed them, he will then see what can be
done. The telegram requests that Herbert Smith's application, with his age and qualifications, be sent immediately.

William S. Rosecrans was a Union general in the United States Army during the American Civil War who was defeated at the Battle
of Chickamauga in 1863. After the war, he served in diplomatic and appointed political positions until he was elected to Congress
in 1881 to represent California.
