Abstract:

Holograph Special Order no. 598, dated August 26th, 1862 and written on official stationery of Headquarters South Western Division, Missouri, Springfield, is about E. B. Payne [Eugene B. Payne], who organized and served in the first company of Union troops in Illinois during the American Civil War. The order, addressed to Lieutenant Chas. Black [John Charles Black] and by order of Brigadier General E. B. Brown [Egbert Benson Brown] and Assistant General James H. Steger, states that Capt. E. B. Payne, 37th Illinois Volunteers, will be permitted to sleep out of camp until further orders. The first holograph letter, written and signed by Albert L. Cotes from Head Quarters Draft Rendezvous, Springfield and dated November 17th, 1864, is to Col. E. B. Payne to request that he sends a letter to the Governor to urge that he appoints Cotes as Assistant Surgeon for the Illinois Volunteers. The letter states that Cotes has the necessary certificate from Dr. Brainard and is acquainted with an aid to the Governor who will use his influence to present the Governor Brainard's certificate and Payne's letter. The second holograph letter, written and signed by A. L. Cotes from Head Quarters Draft Rendezvous, Springfield and dated November 24th, 1864, is to Colonel [E. B. Payne] to inform him that Cotes has sent him a line a few days since by John Southwick to ask for a letter to be sent to Governor Yates to help Cotes attain the position of Assistant Surgeon, but he presumes it has not been received. The holograph speech by Payne, undated and written eight years after the start of the Civil War, praises the veteran soldiers of Lake County, [Illinois] for their patriotism, heroism, and noble deeds.
